Mr. Boand was elected to his role as a County Commissioner – District II in November 2004 and re-elected in November 2008. He has been active in Douglas County issues for more than twenty years. His public service path in the County dates back to 1986 when he was first appointed to the Douglas County Water Advisory Board, on which he served until 1994. Steve also served on the Castle Rock Utilities Commission, the Board of the Plum Creek Wastewater Authority, Douglas County’s Extension Advisory Board, the Board of Directors of Clean Air Transit Company (CATCO), and the Tri-County Board of Health.
Mr. Boand is also a former member of the Castle Rock Town Council and served as Mayor of the Town in 1991 and 1992. Upon his retirement from the Council in 1994, he was commended for his “strong leadership role on water and wastewater issues” including the adoption of the Town’s first water conservation ordinance and renewable water program. During his tenure on the Council, Mayor Boand help shepherd Castle Rock’s most significant economic development project of the 1990’s, the Castle Rock Factory Shops, through the review and approval process.
Steve has also served his community as a member of the Boy Scouts of America since 1998. He is a member of the Denver Area Council Conservation Committee. He has also served his neighborhoods on the Board of Directors of the Twin Creek Ranch Homeowners Association and the Villages at Castle Rock #7 Metropolitan District. He also serves on the Board of the Lamb Spring Archeological Preserve Board.
Mr. Boand is passionate about natural resource conservation and youth issues. He currently represents Douglas County on the Chatfield Watershed Authority, the Cherry Creek Water Quality Basin Authority, the Metro Roundtable of Colorado Water for the 21st Century and Arapahoe-Douglas Works! Steve has previously served as President and a Board of Xeriscape Colorado! He has also served on a number of blue ribbon panels addressing water issues across Colorado.
In 2005, Commissioner Boand was appointed to the Sustainability Leadership Team for the National Association of Counties (NACo). He also serves on NACo’s Public Finance & Intergovernmental Affairs Committee. Commissioner Boand represents Douglas County on natural resource, agriculture and rural issues at Colorado Counties, Inc.
Commissioner Boand has more than thirty years of experience as hydrologist. He has been qualified as an expert in the Colorado Water Court’s in water utility finance, water systems modeling, water quality evaluation, agricultural hydrology, and in-stream flow assessment. He completed his education at Trinity University and Indiana University with additional coursework at the Colorado School of Mines. He has worked in the private sector as a consulting hydrologist and as a Senior Water Resource Specialist for the Colorado Water Conservation Board.
Steve is a passionate advocate for transparency and accountability in government. He has worked to open local government to public participation and involvement. He also believes in maintaining the quality of life, both urban and rural, that Douglas County residents have come to enjoy. He is strongly committed to the development of public dialogue on matters affecting Douglas County residents.
Steve, his wife Jane, and two children enjoy traveling, hiking, and are dedicated to open space protection, natural resource conservation and preservation of the heritage of Douglas County. 4-H, Scouting and conservation activities are a family focus. The Boand’s reside in the south Castle Rock area.
